Asphalt Paver

I’m in VA, and I just received a “special winter quote” from a contractor. He quoted me $5000 to do an 18X13 paver patio w/ a circle kit; 2 retaining walls, and 4 stairs from our kitchen door with a landing. Does that sound like a special price?? Just curious. Thanks.
